This paper examines how inclusiveness and decentralization interact with each other, focusing on the cases of France and the Netherlands. Upon reviewing relevant literature, we examine the centralization-decentralization dynamics in reality. Analytical comparison of France, historically developed as a centralized bureaucratic nation, and the Netherlands, a small decentralized country, should be useful. As for the methodology, a macro-level contextual discussion, rather than a micro-level, quantifialbe data analysis, is used in this study. A mixture of evidence show that the small country of decenrtralized institutions enjoys much higher degree of overall stability, political democracy, and social mobility than France does. In addition, an effect of psychological reward merits further consideration when individual cizitens and groups are offered with decentralized decision-making authority and opportunities. Lastly, upon observing some inclusive policies of the current Moon administration in Korea, the authors emphasize the importance of incentive-based voluntary participation in local political process and co-governance.

The purpose of this study was to identify whether policy typology is a key variable in the legislative success of women’s policies in Congress. For this purpose, the study empirically analyzed women’s policy proposals from the 17th to 19th Korean National Assembly periods. Using Htun & Weldon (2007)'s policy typology, the study demonstrated that the types of women’s policies matters to the likelihood of their legislative success. Also, despite the possibility of backlash by the dominant social groups, doctrinal policies among class-based policies were more likely to succeed in legislation than non-doctrinal policies. Moreover, the analysis by policy type revealed that the political variables that influence legislative success are different. As an empirical basis for supporting policy typology, this study suggests that the women's policy type is a decisive factor in the political process and legislative success.

The purpose of this study is to empirically analyze the phenomenon and determinants of local governments joining international organizations related to climate change as independent actors. Specifically, this study examined the proliferation of local governments' participation in international organizations related to climate change, and furthermore, based on institutional approaches to organizational theory to understand how local governments act as actors. The analysis shows that local governments are affected by neighboring governments, not by higher-level governments or local environmental pollution. It was also analyzed that environmental ordinances established by local governments in accordance with local characteristics affect the accession to international organizations. These results show that local governments are competing under the influence of neighboring local governments as independent actors in a complex environment, and local governments are actively responding to international and international norms by enacting environmental regulations. Furthermore, the policy implications of promoting and sharing climate change-related policies are drawn up so that local governments can compete with responsibility in solving climate change problems.

Local autonomy in Korea has made many changes and developments since re-established in 1991. In particular, as part of the reform of the local administrative system, the resident autonomous center was established through the function change of Eup, Myeon, and Dong in 1999. After that in 2013, the resident autonomous council was piloted through the resident autonomous committee. Nevertheless, local autonomy is still inadequate. In this study, the factors influencing the invigoration of the resident autonomous council were examined. As a result, it was found that all of 「capacity for autonomy」 among 『resident-autonomous value factors』 influenced the revitalization of resident council, and some of 「participation」 and 「community spirit」 influenced the revitalization of resident council. On the other hand, only a part of the 「central-local governments relationship」 in 『entity-autonomous value factors』 influenced the revitalization of the resident council. Therefore, based on the results of these studies, I’d like to emphasize these factors and activities: ‘citizen spirit enhancement’, ‘strengthen the owner awareness’, ‘leadership’, ‘reinforcement of self-government education’ (capacity for autonomy); ‘active use of citizen participation budgeting program’, ‘attending festival’, ‘representation’ (participation); ‘place attachment’, ‘social capital reinforcement’, ‘establishment of community trust’ (community spirit); ‘independence of personnel management’, ‘independence of administrative operation’ (central-local governments relationship).

This study was conducted on Korean leadership styles based on theoretical grounds that the cultural characteristics and values of Korea have important effects on leadership behavior in the public sector. In detail, it analyzed the effects that interpersonal relation factors that compose Korean leadership styles have on the productive energy of public organizations. A summary of the research results is as follows. First, it was shown that, of factors that compose Korean leadership styles, downward benevolence had a positive effect on the productive energy of organizations. Second, of factors that compose Korean leadership styles, upward adaptability and downward benevolence had a positive effect on affective commitment. Third, it was shown that affective commitment performs the role of being a parameter in the relationship between Korean leadership styles and the productive energy of organizations. These research results will be able to contribute to the development of Korean leadership style theories in public sectors.
